On the music tracker I use, the seeder/leecher ratio is above 70: for every person downloading a torrent, there are 70 people uploading. This leads to incredibly fast downloads.
I have searched for probably hundreds of albums, and every single one of them (even the obscure ones) were available for download as at least MP3 (320 and V0) and FLAC. I think I've found one album which was only available as MP3, and one which wasn't available at all: I submitted a request, and both were filled within a week.
With a public tracker, there is no incentive to seed. There is no incentive to upload decent quality uploads. -
